“一带一路”战略是对中国国家战略利益的概括性表述。宁波市现有“一带一路”相关人才储备不足、引进不够、培养滞后,制约了参与“一带一路”战略的实施方案的推进。尽快实施“一带一路”人才策略,有助于宁波市与其他省市展开差异化竞争、巩固战略支点城市地位、形成在沿线各国新的“宁波帮”。宁波市开发“一带一路”人才工作有历史、侨缘、港口、教育等诸多优厚条件。宁波开发“一带一路”相关人才,需要从加快本土人才培养、加速国外人才使用、加深华侨资源开发、加大组织管理保障等四个方面入手。
The “Belt and Road” strategy is a general expression of China’s national strategic interests. Inadequate reserve of related talents in Ningbo and existing “One Belt and One Road”, insufficient introduction and cultivation of backwardness have constrained the implementation of the “Belt and a strip” strategy of implementation. The implementation of the strategy of “One Belt and One Road” as soon as possible will help Ningbo City to start differentiated competition with other provinces and cities and consolidate its position as a strategic fulcrum so as to form a new “Ningbo Gang” in the countries along the line. The development of “one belt, one road” related personnel in Ningbo requires starting with four aspects: speeding up the training of native talents, speeding up the use of foreign talents, deepening the development of overseas Chinese resources, and strengthening organizational management.
