水利事业发展的关键在人。干部队伍、特别是各级领导班子的素质是决定因素。因此,加强领导班子建设对于推动我省水利改革与发展至关重要。 加强领导班子建设,最重要、最根本的问题是把思想政治建设抓紧抓好。江泽民总书记指出:“领导干部一定要讲政治、讲学习、讲正气”。在我厅系统,在“讲政治”这个问题上要重点解决好善于从政治上认识和处理问题、提高干部的政治素质和坚持群众路线这三方面的问题。善于从政治上观察问题分析和处理问题,才能够看清事物的本质和驾驭好全局工作;才能够见微知著,敏锐地识别各种背离党的基本理论、基本路线和基本方针的错误东西;才能够把思想认识统一到厅党组的要求上来,振奋精神,真抓实干,一步一个脚印地走向大发展。善于从政治上认识和处理问题,关键是要提高干部的政治
