社会治安综合治理作为犯罪治理的基本模式在历经了30余年的发展和完善后被赋予了丰富的内涵和要求,其中有关打击和预防的内容也历经了转变和发展。在党中央更为强调管理服务的新时期,如何更好地认识打防关系,真正落实“打防结合,预防为主”的指导思想是值得思考的问题。文章将从打防的立法规定及其问题入手,理清打防关系,并就“打防结合、预防为主”的真正落实提出几点建议。
