地方政府间合作之路并非坦途,风险蕴含于政策制定和执行过程始终。政府间合作的风险类型多种多样,外源性风险有全球化、环境变化、法制不健全等;内因层面有条块划分和科层制影响、财政经济负担重、体系内部控制不严等。应立足法治环境进行风险控制,建构政府间合作风险模型,以公共利益共同承担责任,以高层引导规制多方冲动,以行政协议规范各方行为;对现实情境进行精确分析,找到阻滞因素并逐个击破,将政府间合作的风险降至最低,促成地方政府间的契合信任和精诚合作,推动区域协同发展和共同繁荣。
The road to cooperation between local governments is not a smooth one. The risks lie in the process of policy formulation and implementation. There are many types of risks in intergovernmental cooperation. Exogenous risks include globalization, environmental change, and imperfect legal system. Internal factors include the fragmentation of bureaucracy, bureaucracy, financial and economic burdens, and lax internal control of the system.
