建设社会主义新农村,是党的十六届五中全会提出的重大历史任务,是全面建设小康社会、加快推进社会主义现代化的重大举措。建设社会主义新农村,必须着眼长远,立足当前,统筹兼顾,稳步推进。抓好总体规划和具体部署,坚持规划先行,抓好试点示范,有步骤、有计划、有重点地逐步推进。可以说在当前新农村建设中,困难与机遇并存,这就值得我们做些有效的探索。
Building a new socialist countryside is a major historical task put forward by the Fifth Plenary Session of the 16th CPC Central Committee and a major measure for building an overall well-to-do society and accelerating the socialist modernization. To build a new socialist countryside, we must look forward to the long term, base ourselves on the current situation, take all factors into consideration and make steady progress. Do a good job overall planning and specific arrangements, adhere to the planning first, do a good job pilot demonstration, step by step, planned, focused and gradually promote. It can be said that in the current new rural construction, both the difficulties and opportunities coexist, which deserves our effective exploration.
