冀、鲁两省责任区刑警中队建设的概况 1996年9月,河北省推行刑侦改革,通过狠抓实行队建制,建立起覆益社会面的责任区刑警队,全面加强了刑侦工作专业化建设。责任区刑警中队定为副科级机构,从一开始的801个逐步调整合并为目前的611个,覆盖了全省2300多个乡镇、街道,全省刑侦警力从改革前的5000人增加到9000余人。在首次创等级刑警中队工作中,河北省评定出优秀以上刑警中队85个,合格刑警中队221个,合占责任区刑警中队总数的50％。 1996年底,山东省在原来实行队建制、建立刑侦工作新机
