為了保證城鄉人民秋前的糧食供應,保證國家社會主義建設事業的順利進行,國家必須提前掌握一部分糧源。及時收回預購稻穀是提前掌握糧源的重要方法之一。我省今年預購的早稻、中稻和去年預購稻穀未收囘数,為數很大;現在早稻已開始上市,中稻收穫亦為期不遠,各地應抓緊及時收囘全部預購稻穀。依據本會五月二日‘關於預購早稻、中稻的指示’規定,今年預購的早稻、中稱,應分別在其收穫前半個月開出预購收回通知單到戶,一俟收穫,卽抓緊組織送糧,早稻限在八月中旬、中稱限在九月中旬以前(收穫較晚地區可稍推遲》全部收回入庫。但有些地區預購收囘工作現在尚未展開,其主要原因是:有些幹部在預購合同簽訂後產生了鬆懈情緒,認為既然訂了合同,付了定金,農民就會自動送糧的。必須指出:這種對預購收囘工作採取放任自流的態度是極端錯誤的,有害的。這將直接助長農民觀望、等待、拖欠等思想,其結果不但影響國家掌握新糧的計劃,而且造成國家資金
