1994年9月,乘着改革开放和财税体制改革的浩荡东风,安阳市铁西区国税局以崭新的姿态扬帆启航。 该局成立伊始,任务繁重,资金匮乏,办公设施陈旧,人心涣散,困难重重,一副重担沉沉地压在安阳市铁西区国税局领导班子的肩上。 局长元福新迅速理清思路,作出全盘规划,制定出“一年打基础,二年上台阶,三年大发展,一张蓝图绘到底”的总体思路,提出以创建“文明单位”促进各项税收工作开展的指导思想。
