地方政府融资平台在拓宽地方政府融资渠道、完善地方公共服务建设、繁荣地区经济等方面发挥着重要作用。在宽松的货币政策环境下,地方政府融资规模迅速膨胀,加上融资平台资金的运用效率和平台管理方面等问题,使其承债能力受到很大挑战。本文从定性分析和定量指标分析两方面对我国地方政府融资平台承债能力的影响因素进行探讨,提出加强主体承债能力的政策建议。
Local government financing platform plays an important role in broadening local government financing channels, improving the construction of local public services, and boosting regional economy. Under the loose monetary policy environment, the rapid expansion of local government financing scale, coupled with the problems such as the utilization efficiency of funds raised by the financing platform and the platform management, have greatly challenged the debt-bearing capability. This paper discusses the factors that affect the debt-bearing capacity of local government financing platform in our country from the aspects of qualitative analysis and quantitative index analysis, and puts forward the policy suggestions to strengthen the ability of the main body to carry out debt.
