中共中央十五届五中全会通过的《中共中央关于制定国民经济和社会发展第十个五年计划的建议》(以下简称《建议》)在制定“十五”计划的总要求中 ,明确提出“把结构调整作为主线” ,并把“经济结构战略性调整取得明显成效”作为“十五”时期经济和社会发展的三个主要目标之一。
The “CPC Central Committee Proposal on Formulating the Tenth Five-Year Plan for National Economic and Social Development” (hereinafter referred to as “the Proposal”) passed by the Fifth Plenary Session of the 15th Central Committee of the Communist Party of China clearly sets out the general requirements for formulating the Tenth Five-Year Plan “Take structural readjustment as the main line” and regard “achieving marked results in the strategic readjustment of the economic structure” as one of the three major goals of economic and social development during the period of the Tenth Five-Year Plan.
