丽政发[2014]42号各县(市、区)人民政府,市政府直属各单位:实施社会事业综合改革是更好保障和改善民生的现实需要,是建设“美丽幸福新丽水”的必然选择。为加快推进教育、文化、卫生、体育、养生(养老)等社会事业领域的综合改革,根据国家和省有关文件精神,结合丽水实际,制定本指导意见。
