征收和征用是国家对公民合法财产实行强制收购和强制使用的法律制度,关乎公民的切身利益,必须约束政府行为以防止其权力的滥用。为此,本文从介绍征收和征用的法定条件入手,着重分析征收和征用实施过程中的问题,以期对法治建设有所裨益。
