The author analyzed the bribery case of more than 60 leading cadres in a county in spring and found that the “bribe” was launched more in six kinds of time. In other words, leading cadres have six dangerous “black” moments and must exercise caution and strict precaution. When a cadre is promoted, it is not unusual for a cadre or department to promote cadres because of their work needs.
