各省、自治区、直辖市文化厅(局),新疆生产建设兵团文化局,北京、上海、重庆市文化市场行政执法总队:近来,部分音像出版发行单位严重违反国家有关音像制品进口的法律法规,以套版套号等方式,未经批准,违法出版发行进口音像制品,其中一些违法出版发行的进口音像制品含有国家规定的禁止内容。这些擅自进口境外音像制品的违法行为既严重扰乱音像市场秩序,又严重破坏国家文化进口管理制度,危及国家文化安全,必须严厉禁止,坚决查处。现将有关事项通知如下:
Culture Departments (Bureaus) of provinces, autonomous regions, and municipalities directly under the Central Government, Culture Bureau of Xinjiang Production and Construction Corps, Cultural Market Administrative Law Enforcement Team of Beijing, Shanghai, and Chongqing: Recently, some audio-visual publishing and distribution units have seriously violated laws and regulations concerning the import of audio-visual products of the country. The editions and other methods, without approval, illegally publish and issue imported audio and video products, and some of the illegal audiovisual products that are published and distributed illegally contain prohibited content prescribed by the state. The illegal acts of importing foreign audiovisual products without authorization have seriously disrupted the audiovisual market order, severely undermined the national cultural import management system, and endangered the country’s cultural security. They must be strictly prohibited and resolutely investigated. The relevant matters are hereby notified as follows:
