为了进一步改革科技管理工作,实践我省提出的“科教兴皖、外向带动和可持续发展”三大战略目标,提高科技工作的集成度和显示度,根据委党组的意见,去年4月份开始,我们着手对影响我省国民经济和社会发展全局的“科教兴皖”的战略实施问题,实行软科学研究和咨询项目的招标工作。现将此次招标工作的做法与体会作以下介绍:
