随着粤港两地经济交往的不断加深和市场经济体制的建立完善,更紧密经贸安排得到了快速发展,取得了较大的成就,但是衍生的问题也十分突出。从区域经济管理机构的层面来看,出现了多头管理,协调困难同时在职能方面也具有重叠性,从而产生管理资源的浪费等问题。只有创新两地经济管理机制明确其法定的职责和权限才能解决紧密合作发展中的制度瓶颈问题,促进框架协议的实施与管理机制之间的互动。
With the continuous deepening of economic exchanges between Guangdong and Hong Kong and the establishment and perfection of the market economic system, CEPA has achieved rapid development and achieved great success. However, the issue of derivation is also prominent. From the perspective of the regional economic management agencies, there are many problems such as long management, coordination difficulties and overlap in functions as well as waste of management resources. Only by innovating the economic management mechanisms of the two places to clarify their statutory responsibilities and authorities can we solve the system bottleneck in the close cooperation and development and promote the interaction between the implementation of the framework agreement and the management mechanism.
