60多年前雾霾是西方发达国家民众最为关心的话题,60多年后的今天,雾霾成为中国人最关心的话题之一,由此引发的猜测、争论和抗议遍布虚拟网络和现实生活。其中一个争论的焦点就在于,在国家工业高速发展的进程中,雾霾(以及其他类似的环境污染)是否是无法避免的?我们能回避吗?不管人们愿不愿意接受,答案都在那里:至少当前是不可能的,甚至今后的20年都有可能办不到。治霾需要对症下药,能源的逻辑是要下大努力、大本钱、大力气,花费长时间来调整能源结构,而不仅仅是“干掉煤炭”、“升级成品油”和“放不放开石油行业垄断”问题那么“单纯”。
