The Austrian Federal Constitutional Court did not precisely define the concept of a “comprehensive revision of the Federal Constitution.” Since 1920, the interpretations of this concept by the constitutional interpreter have greatly enriched its content and have undergone tremendous changes. In recent years, judgments of the Austrian Constitutional Court have seen more and more opinions on the possible comprehensive revision of the Constitution. This article reviews the development of constitutional amendment theory and the reaction of constitutional law makers to the Constitutional Court ruling as reflected in the recent ruling of the Constitutional Court, which delimits the line between the constitutional and constitutional courts and clarifies the constitution under the guidance of basic principles The court examines the jurisdiction of the law and points out the limits of such power in the final decision of the federal constitutional legislator
