彭健伯在《科技进步与对策》1994年第1期撰文指出,科学技术是推动社会文明进步的巨大杠杆。在前三次技术革命中,技术革命源(指科学发现引起的技术发明的国家)依靠技术革命杠杆的力量,直接获得了实际的经济增长。但是,自从第四次技术革命以来,特别引人关注的是,出现了技术以反转方向运动而获得经济增长的新的发展趋势。从世界技术革命与经济增长的关系中,尤其是从美国和日本经济增长的沉浮关系中,惊异地洞察出这一奇迹般的变化。20
In his article “Progress in Science and Technology and Countermeasures”, Peng Jianbo pointed out in his article that science and technology are great levers for promoting the progress of social civilization. In the first three technological revolutions, the source of technological revolution (referring to the technological inventions brought about by scientific discoveries) directly relied on the power of technological revolution to obtain the actual economic growth. However, of particular concern since the fourth technological revolution has been the emergence of new trends in technology to reverse economic growth through reversal of direction. From the relationship between the world technological revolution and economic growth, especially the ups and downs in the economic growth of the United States and Japan, this miraculous change is alarmedly astonished. 20
