东汉时期的官僚机构中,有一个特殊的部门——御史台,又称为兰台或兰台寺。所谓寺,在唐代以前并不专指庙宇,按《说文解字》解释:“寺,廷也,有法度者也。”也就是说,御史台设在兰台这个法令森严的庭院,兰台成为东汉御史台的代名词。那么,它是一个什么样的机构?它所司何职?颇费历代史家猜测。
