当前,“以县为主”的农村义务教育管理体制的全面实施,特别是农村税费改革在全国逐步推开后,农村义务教育经费不足、县乡财政收支缺口增大、负债增加等问题愈加突出;为此要从国家战略的高度采取对策措施:有必要以税费改革为契机,进一步明确农村义务教育的投资体制,规范财政转移支付制度,加大中央政府对农村义务教育的投入,深化农村义务教育体制改革,确保农村义务教育的健康持续发展。
