毛泽东高度重视集中群众意见,它既为党的政策奠定客观基础,又有助于消除主观主义的政策倾向。群众多数的、分散的、正确的意见相互存异,但皆属应该民主集中的群众意见。社会调查是集中群众意见的有组织的方式。是否及能否开好调查会,关键在于领导干部,领导干部必须乐于聆听、善于思考。民主集中群众意见,要求领导干部具有民主作风,营造群众发表意见的民主环境,保障群众发表意见的民主权利。
Mao Zedong attaches great importance to the opinions of the masses. It not only sets an objective foundation for the party’s policies but also helps to eliminate the subjective policy tendencies. The mass, scattered and correct opinions of the masses are different from each other, but they all belong to the masses that should be democraticly concentrated. Social investigation is an organized way of focusing the opinions of the masses. The key lies in whether leading cadres or leading cadres must be willing to listen and be good at thinking. Democratically centralize the opinions of the masses, require leading cadres to have a democratic style of work, create a democratic environment in which the masses can express their opinions, and safeguard the democratic rights of the masses to express their opinions.
