我国专利法已于1984年4月14日公布。专利法的颁布,标志着我国实行专利制度的开始,它将为我国开发智力资源创造新的条件,亦将为我国科学技术的进步和经济发展增添新的动力,将进一步激发广大科技人员的积极性和创造性。笔者仅就如何充分利用专利技术、提高设计研究水平的问题,谈一点看法。当今,世界范围内的科学技术发展速度惊人,目前全世界已通报的专利约3000万件。其中属于有效专利约350万件,现在每年正以100万件的速度继续增长。专利文献复盖的技术具有内容广泛、报道迅速、技术先进、富有实用价值、情报密度高等特
