海原县是全区土地面积较大和人口较多的大县,也是经济发展比较落后的一个县。可以说,贫困落后是海原县目前最大的县情。贫穷不是社会主义。富裕不一定和谐,但贫穷一定不和谐。今后五年,是海原县由基本解决温饱向稳定解决温饱进而向小康迈进的关键时期,也是海原县加快经济社会发展,建设社会主义和谐社会的重要时期。社会要和谐,首先要发展。今后一段时期,海原县要紧紧结合自身实际,抢抓机遇,扎实苦干,集中力量加快县域经济发展,稳定解决群众温饱,为实现新一轮高速发展奠定坚实的物质基础。
Haiyuan County is a large county with a large land area and a large population. It is also a county with relatively backward economic development. It can be said that poverty and backwardness are the largest county county in Haiyuan County. Poverty is not socialism. Wealth is not necessarily harmonious, but poverty must be discordant.
