当今世界发展的一个重要趋势是科技研究与开发的国际化。促进科研开发国际化的原因主要是：1．技术发展及创新过程的深刻变化，其中最关键的是由于知识量的剧增所引起的创新与风险的增加。2．各发达国家在高技术领域的水平日益接近，任何国家都难以独立于这个科技发展的全球网络之外。3．经济一体化的进程日益加快，促进了高科技工业新的组合。4．信息技术的发展，为科技现代化研究开发提供了强有力的手段。分析了科技研究和开发国际化的现状与特点。探讨了中国进入科技研究与开发国际化的对策。作者建议，制定措施，鼓励企业和大学及研究所的合作交流；在条件合适的情况下，鼓励一些研究所并入大中型企业中去，建立一批有一定规模的高水平企业开发中心；为企业参与国际研究开发创造条件，同时鼓励外国公司在中国创办研究开发机构。
An important trend in the development of the world today is the internationalization of scientific research and development. The main reasons for promoting the internationalization of scientific research and development are as follows: 1. The developed countries are increasingly approaching the high-tech fields and it is hard for any country to be independent of this global network of technological development. 3. The development of information technology provides a powerful means for the scientific and technological research and development of modernization. The status quo and characteristics of internationalization of science and technology research and development are analyzed. Discussed China's entry into the science and technology research and development of international countermeasures. The authors suggest that measures should be taken to encourage cooperation between enterprises and universities and research institutes.
