通过对黑龙江省国有林区职工家庭大规模的入户调查,应用统计分析方法,从职工个性特征与就业率、失业率及木材产量调减关系入手,深入细化分析造成职工生存危机的具体原因。研究表明:(1)黑龙江省国有林区职工就业率与木材产量呈高度正相关,职工失业率与木材产量呈中度负相关。(2)70%左右的青壮年男性职工就业率不能被充分保障,是加剧职工家庭的生存危机,造成林区社会稳定的主要威胁。(3)黑龙江省国有林区职工工龄普遍较高,但受教育程度普遍偏低。建议:鼓励职工建立多元化的就业理念,鼓励职工自主择业,重视林区生存资源的综合开发,鼓励家庭经济和私营经济,增加对具有开发潜力项目的投资、加强对下岗职工特别是青壮年男性职工的再就业技能培训与规范管理,为解决职工生存危机提供理论与政策支撑。
Through the large-scale household survey of the state-owned forest households in Heilongjiang Province, this paper applies the statistical analysis method to analyze the specific reasons that cause the survival crisis of employees from the relationship between the individual characteristics of employees and the employment rate, unemployment rate and the reduction of timber production . The research shows that: (1) The employment rate of the state-owned forest area in Heilongjiang Province is highly positively correlated with the timber production, and the unemployment rate of the workers is moderately negatively correlated with the timber production. (2) About 70% of the employment rate of young and middle-aged men and women can not be fully guaranteed, which is a major threat to exacerbate the survival crisis of the staff and workers' families and cause social stability in forest areas. (3) The staff age of state-owned forest area in Heilongjiang Province is generally high, but the education level is generally low. Suggestions: Encourage employees to establish a diversified employment concept, encourage workers to choose their own jobs, pay attention to the comprehensive development of living resources in forests, encourage family-owned and private-owned businesses, increase investment in projects with potential for development, and strengthen the supervision of laid-off workers, especially young and middle-aged men Employees re-employment skills training and standardized management, to solve the crisis of workers to provide theoretical and policy support.
