效益不佳,原因何在? 我国经济发展速度最近已逐渐回升,但效益低下的问题尚未解决,许多效益指标甚至仍在下滑。效益低下是我国经济发展中的一个老问题,穷其原因,主要是形成宏观经济效益的四方面均不理想,或改善甚微,或趋于恶化。一是资源配置效益下降。资源配置的合理与否,主要表现在产业结构和地区布局上。近10年,我国产业结构真正比较协调的时间只有二、三年,大部分时间处于失衡或严重失衡状态。农业、基础产业、基础设施滞后,构成较重的“瓶颈”制约。二是规模经济效益难以实现。
What are the reasons for the poor performance? The pace of economic development in our country has gradually recovered, but the problem of low efficiency has not yet been solved. Many efficiency indicators are still falling. The low efficiency is an old problem in China’s economic development. The reasons for the poor are mainly the four aspects that form the macroeconomic benefits are not ideal, or the improvement is slight, or tends to deteriorate. First, the benefits of resource allocation have declined. Whether the allocation of resources is reasonable or not is mainly reflected in the industrial structure and regional layout. The lag in agriculture, basic industries, and infrastructure constitutes a serious “bottleneck” constraint. Second, economies of scale are difficult to achieve.
