1 山东省海域使用管理基本情况1.1 海域使用管理的地方性法规体系基本形成1998年8月,《山东省海域使用管理规定》以省长令颁布实施,确立了海域使用审批确权制度;1999年9月,经省政府同意,省财政厅、省海洋与渔业厅共同制定印发了《山东省海域使用金征收管理暂行办法》,标志着海域有偿使用制度在我省全面实施;随后沿海各市（地）和大部分沿海县市纷纷结合本地实际,陆续出台了贯彻实施海域使用管理两项制度的地方法规和规范性文件。据统计,全省已出台省、市、县（市）海域管理政府规章、地方法规、规范性文件30多个,成为推进海域使用管理的坚强法律后盾。
