一坚持国营商业主导作用,实际上是要解决两个问题:一是主导作用的方向,二是主导作用的效益。对此,我们可以进行这样的思考: (一) 国营商业主导作用与公有制。现实生活中,有人提出不必讲国营商业的主导作用,理由是:国营商业也不过是流通领域的主体之一,做生意就不要讲什么主导不主导。当然,如果仅从商品经营者的角度说,国营商业和其他所有制的商业一样,确实只是一个经济“法人”。问题在于:国营商业是社会主义公有制经济在流通领域的体现。在有计划商品经济的条件下,国营商业必须发挥主导作用,就不是一种外在的要求,而是公有制本质的规定。所

The problem is that state-run commerce is a manifestation of the socialist public-owned economy in the circulation field. Under the condition of a planned commodity economy, state-owned commerce must play a leading role and not an external requirement but a requirement of the nature of public ownership. The
