近年来,我国已经在能量计量技术开发方面取得了长足的进步,我国天然气计量方式与国际惯例接轨是大势所趋,实行天然气按能量计量和计价在我国已迫在眉睫。我国实施天然气按能量计价,技术上已没有任何障碍,标准体系已基本具备,天然气生产、运输、销售企业也基本具备器具设备条件,天然气用户企业无需进行技术和设施改造。已持续开展多项前期研究与模拟试验,企业与用户普遍赞同实施能量计价。因此,更多的是需要质检部门进一步完善相关的实施技术标准和规程,建立更高水平的天然气量值溯源体系,建立天然气质量监督体系,政府出台合理的天然气能量价格政策,支持和引导天然气实施能量计量。
