通过对国内部分高校院(系)调查,发现基层在落实党政联席会议存在“大小一把手”党政不平衡情况,部分党政班子成员对会议的职责范围不清晰,对制度的考评监督不到位。文章系统阐述了院(系)落实党政会议制度的重要意义,通过问卷调研分析,结合对相关人员的访谈总结,以及对会议过程再思考,提出了完善院(系)党政联席会议制度的相关措施,确保院(系)全面贯彻落实党政联席会议制度。
