新世纪初,江泽民总书记强调指出:我们在建设有中国特色社会主义、发展社会主义市场经济的过程中,要坚持不懈地加强社会主义法制建设,依法治国,同时也要坚持不懈地加强社会主义道德建设,以德治国。把法制建设与道德建设紧密结合起来,把以法治国与以德治国紧密结合进来,是对我们党领导人民安邦治国的基本方略的精辟概括,是对马克思主义国家学说的新贡献,对推进我国的改革开放事业,实现中华民族的伟大复兴,具有重大的指导意义。共产党员作为社会主义现代化建设的中坚力量,必然要站在时代的前列,在“德治”建设中发挥自己的带头作用,做全社会的表率。
