随着信息时代的全面铺展,互联网已经成为民意自由表达的一个重要载体。互联网与生俱来的平等性、虚拟性、便捷性、交互性和大容量等特质为民意的自由表达提供了近乎完美的技术支持。观照社会现实的网络民意既彰显出有利于促进政策问题的建构、保障公共政策的科学化与民主化和实现民主价值的积极面相,也凸显着平民性本色与下层社会的价值诉求与反精英、反权威的民粹主义面相。实践中,需要在充分发挥网络民意积极面相功能的同时,对网络民意的民粹主义面相进行睿智的审视与判断,以防范其破坏性,从而构建和谐的网络环境。
With the full expansion of the information age, the Internet has become an important carrier of the free expression of public opinions. Internet innate equality, virtuality, convenience, interactivity and high-capacity and other characteristics of the free expression of public opinion provides near perfect technical support. The public opinion of the Internet that reflects the social reality not only shows the positive aspects that are conducive to promoting the construction of policy issues, safeguarding the scientification and democratization of public policies and realizing the democratic values, but also highlights the values of civilian nature and lower social demands and anti-elites, Anti-authoritarian populism.
