黄河汛期即将到来,这是我沿黄河地区在夏秋两季的一个严重战斗任务。中央根据黄河过去历史上曾有的最高洪水纪录(一九三三年陕州流量二三,○○○秒立方公尺,一九四二年为二九,○○○秒立方公尺。)及现在黄河工程防汛组织等实际条件,为预防可能到来的异常洪水,又决定一九五一年黄河防汛任务为保证陕州流量二三,○○○秒立方公尺,争取二九,○○○秒立方公尺而不决口。黄河水利委员会为保证这一艰巨任务的胜利完成,现正在平原省境赶修隘洪、滞洪工程。上述异常洪水如果到来,山东境内的洪水峰虽不致过分提高,但洛口最大流量一般亦将达九,○○○秒立方公尺,且洪水持续时间必将大大延长。这对我们的堤防强度和防汛组织力量,将是一个极其严重的考验。过去四年中,我们积极修防,已取得很大成绩,但预防异常洪水,不仅工程上尚存有一定弱点,亟需严密检查,迅予加强;而我们的领导经验和群众防汛组织程度,尤感不足,更需引起重视。为此,我沿河党政军民应立即动员组织起来,进行广泛深入的宣传教育,及时完成一切防汛准备工作,以便汛期中,即有异常洪水到来,亦确保河防胜利完成今年的防汛任务。
