比雷埃夫斯港口改造项目的顺利运转,蒙内铁路的正式通车,从义乌出发的货运列车首次直达伦敦,一系列合作项目的落地标志着一带一路倡议从战略构想转化为务实合作。地处欧亚大陆一端的欧盟及其成员国成为一带一路倡议的天然伙伴,同时欧盟不仅具有先进的管理经验和技术,而且在现实经济利益和国际规制变革等方面欧盟所坚持的原则和追求的目标与中国政府提出的一带一路倡议存在极大的契合性,因此在中欧双方共同努力下,中欧在一带一路战略对接方面出现了双层模式。但是一带一路倡议提出的时间短暂,欧盟及其部分成员国对一带一路建设项目的长期影响存在一定的战略迟疑。
