The “Decision of the Central Committee of the Communist Party of China on Several Issues Concerning the Establishment of a Socialist Market Economic System” pointed out: To change the operating mechanism of state-owned enterprises and establish a modern enterprise system, we must “strengthen the building of corporate culture, cultivate excellent professional ethics, establish a loved one’s factory, follow the law and keep its promise, and develop The spirit of innovation.” This paper tries to combine the special features of China’s state-owned enterprises.
