村卫生站是三级医疗预防保健网的基础,是实施PHC的前哨阵地。我县在整顿建设村卫生站之前普遍存在着办站混乱、用药混乱、收费混乱的“三乱”现象。各卫生站的基本状况是管理制度不健全、看病无登记、开药无处方、收支无帐目、各项资料不完整、消毒观念淡薄、站容站貌脏乱差、基本设施简陋。为了健全和完善三级医疗预防保健网,更好地实施农村PHC,我们按照省、市有关整顿建设村卫生站的规定,结合我县的实际,从1989年开始,通过抓试点、摸经验、树典型,不停顿地对全县卫生站进行整顿建设,加强了卫生站的管理,健
