1949年2月,在天津等重要海港城市解放不久,中共中央就作出《关于对外贸易的决定》,发出《关于对外贸易方针的指示》,并批准实施华北局《对外贸易管理暂行办法》,积极筹划成立相关机构,调配适合人才,制订相应措施,落实计划安排。这些举措,为新中国成立后顺利开展这方面工作奠定了良好基础。关于这个问题的一些重要文献,已经在《中共中央文件选集》第18册、《刘少奇论新中国经济建设》等文献集中公布。为纪念新中国成立60周年,本刊再选登1949年2月至6月中共中央和刘少奇、周恩来、任弼时、陈云等领导人关于对外贸易的一些未刊文稿,供研究者参考。
In February 1949, shortly after the liberation of major seaport cities such as Tianjin, the CPC Central Committee issued the Decision on Foreign Trade, issued the Direction on Foreign Trade and approved the implementation of the Interim Measures for the Administration of Foreign Trade of the Bureau of North China. We plan to set up relevant agencies, allocate suitable talents, formulate corresponding measures and implement planned arrangements. These measures have laid a good foundation for smoothly carrying out this work after the founding of new China. Some important documents on this issue have been published in the 18th volume of Selected Documents of the CPC Central Committee and Liu Shaoqi’s Economic Construction in New China. In commemoration of the 60th anniversary of founding of New China, we published some unpublished manuscripts on foreign trade by leaders of CPC Central Committee and Liu Shaoqi, Zhou Enlai, Ren Bishi and Chen Yun from February to June 1949 for the reference of researchers.
