为促进经济又好又快发展,党的十七大从我国经济发展的实际出发,将“转变经济增长方式”改为“转变经济发展方式”。经济增长方式是指通过不同要素投入和技术组合获得经济增长的方式和模式,强调的是提高经济增长效益;而经济发展方式除了涵盖前者的含义外,还对经济发展的理念、战略和途径等提出了更高要求,强调的不仅是提高经济增长效益,还包括促进经济结构优化、经济增长与资源环境相协调、发展成果合理分配等内容。他们要走的是一条科技含量高、经济效益好、资源消耗低、环境污染少、人力资源优势得到充分发挥的新型工业化路子。
