统筹城乡发展,是改变我国城乡二元结构、缩小城乡差距的必由之路,是维护社会稳定、建设和谐社会的重要保障。统筹城乡发展是在党的十六大上首次提出的,十七大继续强调形成城乡经济社会发展一体化新格局,对统筹城乡发展的理论给予了进一步丰富和发展。日前下发的中央一号文件更是从落实科学发展观的角度,对统筹城乡发展、夯实农业农村发展基础进行了全面系统阐述。
Balancing urban and rural development is the only way to change the dual structure of urban and rural areas in our country and narrow the gap between urban and rural areas. It is also an important guarantee for maintaining social stability and building a harmonious society. The overall planning of urban and rural development was first proposed at the Party’s 16th National Congress. The 17th CPC National Congress continued to emphasize the formation of a new integrated urban and rural economic and social development pattern and further enriched and developed the theory of urban and rural development. The document No. 1 issued by the Central Government recently issued a comprehensive and systematic exposition on coordinating the development of urban and rural areas and consolidating the foundation for the development of agriculture and rural areas from the perspective of implementing the scientific concept of development.
