机关文化集中体现了机关的整体精神、共同价值标准、合乎时代要求的道德品质及其追求发展的文化素质,体现了党和政府的执政理念,决定着机关的执政能力。加强机关文化建设,对于解决机关干部队伍中存在的精神境界不高、服务宗旨不明、精神状态不振、办事效率低下、道德修养滑坡等问题意义重大,作用至关重要。内蒙古巴彦淖尔市直机关工委着力从三个层面推动机关文化建设。
The organ culture embodies the overall spirit and common values of the organs, the moral qualities that meet the requirements of the times and the cultural qualities of its pursuit of development. It reflects the ruling philosophy of the party and the government and determines the governing ability of the organs. Strengthening organ culture construction is of great significance to resolving the problems such as the low spiritual level, the unsound service purpose, the sluggish mental state, the inefficiency of workmanship and the moral education and landslide in the organs and cadres.
