“十二五”以来,重庆市经济社会发展迈入了新的轨道,GDP增速、城镇人口增速、火电装机容量增速等一直位居全国前列.在经济社会快速发展、污染物削减空间较为有限的情况下,重庆市始终将总量减排作为转变经济增长方式的重要抓手,创新思路、强力推进,取得了良好成效.截至2014年年底,重庆市化学需氧量、氨氮、二氧化硫、氮氧化物四项主要污染物排放量分别较2010年降低9.3％、8.23％、13.48％、7.04％,为重钢集团菲尼克斯(FINEX)等重大项目落地提供了环境容量支撑,为推动全市产业转型升级和环境质量持续改善奠定了坚实基础.
