在社会主义新农村建设中,扬州市近年来开展了一定规模的水土保持生态建设,取得了良好的生态、经济和社会效益,但水土流失并没有从根本上得到遏制,水土流失区域扩大的势头依然存在,水土保持存在的问题表现在农村建设项目引发水土流失、土地整治项目管理不善造成水土流失、投入不足和管理不够完善几方面。针对水土保持存在的问题提出了相应的对策。
