市场机制是建立碳减排长效机制的基本制度安排。现行的节能发电调度办法没有市场的价格发现功能,本文研究了基于碳减排调度的厂网合作竞价机制问题,并讨论了合作机制的最优参数。研究结果表明:合作竞价机制可以促进电力市场的稳定供给,优化市场运行指标,顺应发电调度政策的导向;合作竞价机制能够增加低碳机组的发电收益,提高发电商CO2减排的积极性。期望该研究工作能为电力行业有效减排的实践提供方法依据。
The market mechanism is the basic institutional arrangement for establishing a long-term mechanism for reducing carbon emissions. The current energy-saving power generation dispatching method does not have the market price discovery function. This paper studies the problem of plant-network cooperation bidding mechanism based on carbon emission reduction scheduling and discusses the optimal parameters of the cooperation mechanism. The results show that the cooperative bidding mechanism can promote the stable supply of electricity market, optimize the market operation index and conform to the regulation of power generation dispatching policy. Cooperative bidding mechanism can increase the generating yield of low-carbon generating units and increase the enthusiasm of power producers in CO2 emission reduction. It is expected that this research can provide a method basis for the practice of reducing emissions effectively in the power industry.
