1991年7月3日,双阳县(现为双阳区)山河镇个体饭店女服务员殷某去双阳县城谋职,当晚住进双阳宾馆。因怀疑其有卖淫行为,西街派出所值班民警将其带回派出所审查,办案人员采取刑讯逼供等手段,迫使殷某屈打成招,编造了与多名男人发生两性关系的经过,因而受到劳动教养两年的处罚。殷某不服,一直上诉。省人大执法调查组在执法检查中发现后,责成长春市公安局认真进行复查,经长春市妇产科医院做妇科检查,证明殷某是处女。此案真象大白,殷某的冤情得以昭雪,有关责任人依法受到严肃处理。杜某系贩毒人员,曾因贩毒被判刑10年,因有关部门出具了杜某患“肺结核”的假证明,使其未等入狱就保外就医,继续犯罪,成为远近闻名的大毒枭。1998年再次被捕后,经有关部门进行调查,才使此案水落石出。
