我国的科技投入虽然有了较大的增加,但仍低于发达国家和地区,甚至低于一些发展中国家的水平,科技进步对改造科技机构、培育新型产业的影响和带动作用还不够显著,科研机构、高等院校、企业、中央和地方以及全国等有关部门还有待于进一步加强,这些都成为阻碍重大专项发展瓶颈问题。
Although the investment in science and technology in our country has been greatly increased, it is still lower than that in developed countries and even in some developing countries. The impact of scientific and technological progress on the transformation of science and technology institutions and the cultivation of new-type industries is not significant enough. Research institutes, institutions of higher learning, enterprises, the central and local governments as well as the relevant departments of the country have yet to be further strengthened, all of which have become a bottleneck impeding the development of major special projects.
