国务院已正式批准国家经贸委管理的10个国家局所属242家科研机构的管理体制改革实施方案。其中,131家进入企业;40家变为科技企业,实行属地化管理;18家变成为技术服务的中介机构;3家并入高校;18家划转到其他部门或取消;29家转为12个中央直属大型科技企业。共涉及职工17万人,其中在职人员12.2万人(科技人员7.4万人),占中央直属科研机构职工总数的2/5,离退休人员4.7万人。从上述方案中可以看出,共有200家科研院所转为科技企业,按企业化运行机制运行。
The State Council has formally approved the implementation plan for the reform of the management system of 242 scientific research institutes under the management of 10 State Bureaus under the State Economic and Trade Commission. Among them, 131 enterprises entered the market; 40 became technology-based enterprises and implemented localized management; 18 became intermediaries for technical services; 3 were incorporated into universities; 18 were transferred to other departments or canceled; 29 were converted to 12 Central directly under the large-scale science and technology enterprises. A total of 170,000 workers involved, of which 122,000 serving staff (scientific and technical personnel 74,000), accounting for the total number of scientific research institutions directly under the Central Government 2/5, 4.7 million retired staff. It can be seen from the above plan that a total of 200 research institutes have been converted to science and technology enterprises and run under an enterprise operation mechanism.
