驻政办[2014]58号各县、区人民政府,开发区管委会,市政府有关部门:做好残疾预防工作,是有效避免和减少残疾发生,提高人口素质的基础性工程,需要全社会的共同努力,必须采取一系列政策措施。根据《中华人民共和国残疾人保障法》、《中共中央国务院关于促进残疾人事业发展的意见》(中发[2008]7号)、《中共河南省委河南省人民政府关于加快发展残疾人事业的实施意见》(豫文[2009]80号)精神,为进一步做好我市残疾预防工作,现提出如下意见:一、广泛宣传,营造氛围
