针对大型水电工程生态环境风险的复杂性和不确定性,基于重庆酉酬水电站案例并采用系统论方法,提出了大型水电工程复杂生态环境风险因素层次结构。首先构造了大型水电工程生态环境风险属性结构,在此基础上结合大型水电工程的特点提出了关联风险因素集,并对这些风险因素的量化方法进行了描述。最后确立了大型水电工程多维属性生态环境风险的评价体系结构,为大型水电工程生态环境评价研究打下基础。
In view of the complexity and uncertainty of eco-environmental risks of large hydropower projects, based on the case of Chongqing You-li hydropower station and using the method of system theory, the hierarchical structure of complex eco-environmental risk factors is proposed. First of all, this paper constructs the attribute structure of eco-environmental risk for large-scale hydropower projects. Based on this, it proposes a set of associated risk factors based on the characteristics of large hydropower projects, and describes the quantification methods of these risk factors. Finally, the evaluation system structure of ecological environment risk of multi-dimensional hydropower project is established, which lays the foundation for the research of ecological environment assessment of large hydropower project.
