据报载,某地某企业涉嫌偷税,税务机关正在调查处理之际,有关领导出面打招呼:“这是客商,不必太较真。要顾全招商引资大局。”于是税务机关只好按“领导意图”办事。生活中,类似这样“上级以言代法,下级无奈服从”的现象并非个别。读报纸,思往事,不禁想起了巴西前全国税务总监洛佩斯秉公执法、依法办事的故事。虽是“旧闻”,但不乏新意。
